Yes it should have mate, best thing to do to be sure is have a look at the end of your driveshaft wheel side, you should see some teeth on there.

P.S This doesnt mean that its working though lol

Drive down the road at speed and slam on the brake if you go through the the window then the chances are you haven't if the brake pedal back at you then you have

As said above, ABS on VTRs was an optional extra, it was standard on the VTS. A 266mm brake setup is a good upgrade, the calipers will fit under 14" VTR alloys, and are from some 306s and from 206 GTIs. You could go for a 283mm setup but that's overkill for road use IMO and I think you need 15" wheels.

easiest way of checking is to look at your master cylinder, abs is a 2 port, non-abs is a 4port

283mm setup does indeed need 15" wheels, and possibly spacers depending on the wheels used

You'll also have a pump under master cylinder/servo that brake lines go into with abs whereas non abs systems just have brake lines going to each respective wheel

light on the dashboard can be a giveaway sign of having ABS fitted as well

I do some pretty fast road on the way to work, M1, A414, M25, A10, and I've got the 266mm brakes on mine and they are more than enough, even on the standard master cylinder

266's are fine for daily/fast road use. The 283's are overkill and weigh a bloody tonne only other up grade really is 4pots and they are only worth the price if you go on track days alot
