How to adjust headlights manually?

   iv got my MOT on thursday, and basically when im driving on unlit roads i cant see shit, there to high imo, the adjuster under the steering wheel has never worked, can i do it manually?

   Theres a white circle knob on the back of each unit
   
   Youll never get it right yourself so go to a garage and get them to balance them
   
   Cant see it costing much

   and theres holes in the slam panel above the headlights, stick a screwdriver through there and you can rotate them, this adjusts the up and down motion.
