help whining noise

   hello can hear a whining noise when sat in my car which changes pitch when i turn the wheel to a more dragged out whine at 1st thought was power steering pump on way out so popped the bonnet got the misus to turn wheel and i couldnt hear a thing coming from the pump
   I'm stumped any help would be greatly appreciated
