starter motor, or ring gear?

my car never, or rarely starts first time, instead it just makes a noise like fuel priming, someone said that it may actually be working but its not connecting to the flywheel, its the exact same noise as when you put fuel in at a petrol station, like a brrr noise, what would fix this, a new motor, or ring gear??

It may have the dowel missing causing it to pull away from the flywheel, chances are if you can hear it running but not turning the crank that's the problem. If you can, take the starter off and make sure there is a dowel present.

It locates the starter so it sits in the right place, sits between the starter and the gearbox and one of the bolts goes through it

It's at the back of the engine, I normally have aid of a ramp lol, you'll have to remove the air filter from the throttle body, removing battery will help too. There's one 13mm bolt at the top and two from under the car (may be able to get round the back of the engine with a spanner)
