power steering question

   my power steering keeps comming and going .... when it goes i slightly tap it with a hammer then its starts spinning again with the loudest noise ever !!!
   
   and when i turn steering wheel side to side it stops at full lock then starts working again when i have the wheel in the middle
   
   
   is that my pump slowly dying ?
