please help mk1 saxo high idle

   HI can anyone help bought a second hand icv seller said it was working but when put it on revs stuck at 2000rpm until i dipped the clutch then i left it plugged in unattatchhed to the throttle body there was no movementof the icv while the engine was running but car starts fine, drives fine, when icv left disconnected but rev counter reads 1000 rpm and will always come back down after accelerating ?

   make sure you have all your hoses connected to the inlet manifold.
