   hey would a t reg vts manifold and exaughst fit on a 2003 vts and the difference way the cat is it in a different place

   Yes it will fit, and no the cat is still under the car.

   does the 2003 vts have 1 lamba sensor on manifold same as the older 1s

   The 2003 vts has one in the manifold and one after the cat. So fitting the manifold won't matter. It just won't have the hole further back in the exhaust system for the other lambda sensor, the usual option is to sleeve that one to trick it into reading clean air, thus not affecting the running of the car.
