Cylinder head with no valves

    I bought a KFW cylinder head and it came with rockers, camshaft, spark plugs but the inlet and exhaust valves were missing. Does anyone know any reasons why this could be

    engine had cam belt failure and bent valves have been removed?

    Or someone was going to fit bigger ones, have it ported? Who can honestly answer that question other than the seller
