windows and stereo not working

   ok got abit of a weird problem with the saxo. Basically the windows won't go up unless engine is running doesn't work if the ignition is switched on just works when engine is running and not working when not. also my stereo won't turn on at all,its like theirs no switched live anymore haven't looked at it to deeply as in the middle of rebuilding my rx8's engine. any ideas would be really appreciated.

   Tried changing the fuse over? this fuse controls the radio/electric windows etc..
