    why do you need to remove it?

    if you are wanting to respray your wheels you only need to sand them smooth?

    or are you wanting to polish them up?

    If the tyres are off, you could always look in yellow page for local shot blasters. Wouldn't cost much to do them. Even better would be some one who does vapour
    blasting
