Heater blower relay?

   Hey guys,
   I have a 1l Saxo East Coast, and originally I thought the heater blower has completely gone when I brought the car until one freezing cold morning it randomly decided to start working! It has only worked one other time, and that too was when it was cold out.
   
   Any ideas on what could be the cause?

   Either the resistor pack on the heater is faulty,or the motor is on its way out.
