Gearbox selector arm not working

   Hi, I've bought a gearbox from eBay, and it came today and it's faulty, basically know how there are 2 selector arms on the gearbox, the bottom one is to move the top one up and down, well the bottom one feels like it's seized and doesn't move the top one, it moves it down a tiny bit, but that's it, so basically, the bottom selector arm isn't doing what it should, hope that makes sense lol anyway does anyone know what the problem could be? And if it's fixable?

   The linkages work together, so you could be just trying to force it in between 3rd and 5th for example,
   
   try wiggling the bottom selector arm while pushing the top one in and out, as that controls the lateral movement on the gear stick.
