Need help vtr won't start

   Hi I'm in the army and in Germany and just picked up a saxo for 50 quid as it didn't start thought I could just push the button in the engine bay and be off I was wrong I just ordered a new ignition rail as I get fuel but no spark its not and immobiliser fault as the key flashes then goes away the car has only done 60k and doesn't sound tappy looked at the crank sensor wires and they look ok I'm just don't want to replace the starter pack and it not work the guy I got it off said he rewired the back lights to pass it's German mot and he put the wrong bulb in but it still ran that night he put it in the garage and went to start it and had this problem could he have shorted the whole loom ? Sorry if I sound a bit dumb I'm still trying to learn the basics cheers Matty

   how do you no it dosen't sound tappy if it dosent start?
