vtr rev counter dropping

   So... my rev counter drops when coming to a stop when i press the clutch sometimes bouncing up and down then finally stalling, also when the rad fan comes on the rev counter will start bouncing like it,s struggling, tried charging the battery still same, anyone else had this problem
