Important! : Sticking handbrake caliper!

   Can someone give some advice please?
   
   My handbrake has been sticking when I'm driving on 1 side and iv loosened the leaver that the cable pulls to put the hand break on (so it's off basically) and it's still grinding my disc.. Whys it still doing that?
