Is this plate bolted in?

   Hi, can anyone tell me if this plate is removable as I want to cut a bigger hole in it for my cold feed pipe. I removed a couple of screws that looked like it was holding it in but its still rigged.
   
   Its located behind passengers headlight next to the radiator
