Under boot surface rust

    I have a vtr which is now off the road and is a project of mine, it's a tidy enough shell the plan is to pull the engine out and pretty much strip it externally and then sort out any paintwork that needs doing before putting it back togeather with a low mileage jp4 engine. I want to start by tidying up the underside of the car and getting rid of as much rust as possible, what's the best thing to do to get the underside (mostly just the boot area) clean from rust and tidied up so it doesn't come back for a good while? I have previously cleaned it up with a wire brush and then painted it with hammerite silver paint but the rust is starting to creep back through a little now.

    Wire brush as before then buy some phosphate acid,brush on it'll turn black after a while.then either paint with red oxide or prime and paint in a colour of your choice.

    Use a wire wheel in an angle grinder to clean the surface rust / loose paint off, then treat with this - http://www.por15.com/ IMO

    This was my boot floor-


    Dropped the axle, fuel tank, all fuel lines etc, everything out the way then cracked out the angle grinder with a wire wheel on and I have an air powered belt sander which is really good for tough rust spots


    Then 2 thick coats of red oxide primer...


    Then about 4 coats of 3M under seal followed by some Waxoyl
