treating rust... advice please?

Ive been looking at the boot floor on my car and its fairly rusty and flaky underneath - its not showing through on the inside of the car (52 reg vtr).
What is the best way to treat rust before it gets too bad? Would it be to just sand it back and paint it?

    Cheers

Wire brush it so it's nice and smooth, remove all the dust.

Use chemical rust remover to strip it back to bare metal.

then use something hardcore over the top. I use por15 because on my test piece it was hammer resistant

    It's bloody tough stuff.

As above but a used underseal. Worked a trick

I wire brushed the loose stuff off, then angel grinded and belt sanded bad bits then red oxide primered about 3 layers, then undersealed about 5 layers and finally waxoyl. Looked MINT, did it properly, dropped axle, fuel tank etc.

aqua steel- Developed for the shipping industry and is used on hulls, oil rig legs to resist salt corrosion. Can be applied in damp metal too

Get yourself some phospheric acid from ebay, wire brush the rust off then treat with the acid followed by red oxide.
