MOT fail on rear brake efficiency

   I have my mates Saxo VTR in at work for an MOT. It failed on rear brakes being in-efficient. It has discs/pads all around, no ABS. The handbrake works well so that must rule out the calipers.
   
   I have looked at the rear brake bias valve and sprayed it in penetrating oil and exercised the lever. However it did not appear to be seized.
   
   Any ideas?

   I think the measurement was 46%

   If discs/pads/calipers are all ok then could possibly be the rear brake hoses or a master cylinder issue

   Sticking piston is unlikely but a a sicky slider is a possibility

   Even though the Handbrake is perfect?

   could probably do with the fluids being renewed. some air might have got into the rear pipes at some stage

   Won't hurt to bleed the brakes.
