windscreen washer pump not working

   My windscreen washer pump stopped working and the wipers wouldn't start if i pulled the arm, so i ordered a new one, while i was waiting for the new one to arrive i drove a few days without it and the wipers would work like normal if i pulled the arm.
   
   filled the new one and it dosen't work and the wipers wont start if i pull the arm..
   
   it's a 106 Gti '99, what can be causing this?

   Faulty relay is the most likely cause

   Located in the fusebox in the engine bay?
   
   I might be looking the wrong places, but i can't seem to find a new one
