Keep or remove?

Would it be better to keep the cloth material in or may it cause sound issues?

Just the opposite it may stop the speaker vibrating on the metal of the car.

Keep it in, it stops loss of sound from the back of the speaker into the door, you want to hear it more inside the car and also same as above leaving it in will stop vibration too.

If you are going to remove it then get some dynamat or other soundproofing instead to take its place.

S1 Rallyes didn't have this and I swear my music is just as audible outside the car as it is inside.

keep it in or it will rattle.

I keep them in mostly because its a soft surface for the speaker to sit on and reduce rattling, I doubt it really does much for sound deadening or anything like that but it won't do any harm leaving it in so may aswell keep it

its there for a reason even if that reason may be something to do with quality of the sound/anti rattles. After all even a car as "cheap" as a saxo had to have an interior quality in regards to NVH that met certain standards.
