Fuel/temp gauges and rear brakes issues

    Hi guys an gals. Ive just bought a cheap 02 vtr. I have a bouncy fuel gauge issue but only when the tank is full to the brim. As soon as the level drops it stops bouncing. The previous owner did say when it reads half a tank it's actually empty. The temp gauge also reads low as the fans cut in when it reads half way. I have read about the fuel sender earth issue but upon inspection all the connections appear really clean. Does this sound like a clocks issue? I just want to ask before I go taking the steering wheel off and risk the airbag light of doom staying on.....
    Secondly the rear brakes are a bit eager! They lock up well before the fronts and this has so far caused a brown trouser moment when someone pulled out in front of me and I approached them sideways!! It was on a bend. No abs is fitted btw. I was wondering if there is a known brake bias issue with these little pocket rockets or if the fact that there is no spare fitted plus empty boot means that I just need a bit more weight in the rear?
    Any advice greatfully received.

    Need new clocks I had the same issue but the problem is your mileage will be different unless you get Citroen to change it if that makes sense

    there is a bias valve on the torsion beam they seize, ran a red sideways racing a 20v turbo one night that was way more effective than some coffee for a buzz
