shouldnt really need it just spray over the lense
id use a scouring pad over the silver first though just so the paint sticks ok

yeah dont really need to sand it down, just need to key the surface for the paint to have something to stick to

if you mean coding the insert. you want to finish the sanding on a 1200 grade.

key the surface with 1200grit,personally i would use 1 coat of plastic primer,2coats of primer,then 2 or 3 coats of paint depending on colour,make sure you buy wet and dry paper hav a little tub of soapy water next to u to dip the sandpaper into,keep it slippy
