handbrake not working as it used to?

   On my way to work this morning, I was sitting at some lights on a hill. I put my handbrake on but the car still rolled, it also squeels abit when I put the handbrake on and it rolls. It only pulls up 2 notches. However I have just had my wheel cylinder replaced. Could it be I have contaminated shoes?

   Your shoes may be screwed or like in my case all seized solid and were just rolling about in the drum..
   
   Its fixed now though.. lol.
