   can i put 17 on my standard 1.1 saxo with out do any arch work if not can i put 16"s on it

   you can but it will require arch work.
   
   You will need to cut the lip off the rear archs and remove some of the rear bumper mounts.

   in answer to your question, no you cannot put 17's on a 1.1 without arch work, and no you cannot put 16's without arch work, if you want to know part of the arch work needed look at barretts answer
