Whats the general opinion on chips?

   My mate has just bought one of those chips off ebay that apparently up your BHP by like 25, bring up torque and has more power at the low end revs.
   
   Obviously they are going to exagerate things, but do they even work?
   
   I find it very hard to beleive that for under a tenner you can do a 5 minute job and suddenly your car becomes considerably more powerful AND has BETTER mpg?!

   I'm pretty convinced they are a waste of time but wouldn't mind know if I'm right and if I am, why they are!
