Cam sprocket position?

Hi all I've changed the cambelt on my VTS and I followed the haynes manual & SteveNet15 guide, the SteveNet guide tells you to loosen the 6 cam sprocket bolts, rotate the sprocket clockwise and tighten up to 10nm then to crank the engine by hand 4 times, loosen the sprocket bolts to even the tension around the belt then re-tighten to 10nm once the belt is fitted. I have done all of this but my cam sprockets are still positioned as far clockwise they go rather than in the center like they were when I removed the cambelt and in the stevenet15 photo below.

Will my timing be out because of the position of the sprockets?

    Cheers

sounds like the belt tension is wrong

What's it do when you turn it by hand?

Cheers for the replies guys. The tension was fine it would have been too tight if I had tightened it any more and it turned over by hand no problem, but as per a diagram in the Haynes manual for the 16v engine it was wrong and the timing would have been out a tooth with the sprocket sitting in the clockwise position. I will take a photo of the page in the morning as it doesn't require you to rotate them to the clockwise position it just shows a diagram with a big X next to it when the cam sprockets are in the clockwise position. I had done it incorrectly so I set the engine back to TDC and will redo it in the morning as I have changed the clutch and gearbox today.

    Cheers
