High rev/ icv problem

To cut a long story short, 1.4 8v is idling at 5,000 rpm, I've replaced the icv, checked around for any air/vac leaks but none.
I put my hand over the throttle and the revs come down but engine doesn't cut out.
Air is being sucked in from both icv intake and throttle butterfly!
My next initial thought is to change the throttle position sensor, am I right in thinking this could be the solution or doesn't it make a difference?

Had a try at pulling off, map sensor plug, although it was cutting out, I managed to keep revs up on the throttle but it wasn't revving like a loon, hopefully a new map sensor will sort it

Try resetting the ICV by turning the ignition fully on (without starting the car) and off about 6-7 times but leave it about 10 seconds once fully on then turn off and leave another 10 seconds before reapeating if that makes sense.. might not work but worth a try

I have had issues with the stepper motor driver in the ECU as well, but ICV is the first thing to try because that's easy.

Borrow one from a mate if you can before you buy one and if that solves your problem buy a new one from a reputable outlet. Cheap ones tend to be crap and you'll buy twice, or more.

my vtr used to do this, trying to drive it when you're late for work was absolutely comical, just hoping nothing comes onto a roundabout as you're getting close haha!

long story short took whole intake off gave it a good soaking in carb/brake cleaner whatever you want to use
didn't *fix* it in that it came back intermittently but it stopped it for a bit.
as someone else said it can be reset by turning ignition on/off a few times, try taking the earth off the battery, have a fag and a cuppa and by the time you're back she should be good to go, this has sorted 95% of any electrical problems i've ever had on a car lol, if it doesnt work at least you know its not the ecu throwing a strop and theres a bad sensor or somethings gunked up

Pretty sure there's a 'how to' on how to properly get at the ICV to give it a decent clean - brake cleaner is like £2 a can and just like the mrs it will strip the chrome off a tow hook

Cheers for comments, so far I changed icv and map, reset eml, cleaned icv but not intake as of yet.
I ran a live data on my diagnostic machine and turns out there is no voltage to throttle position lol, should have done this first really. So I've got a tps on order from eBay and Chuck that on. Hopefully that'll be problem solved. I'll update Friday night. On the plus side, at least I won't get much trouble with the intake for a little while.

Just been quoted £115 for a ICV from Citroen is this about right, seems a bit high to me.

GSF do one, with a a 20% discount I can get it for £65 http://www.gsfcarparts.com/185pc0240 is it worth spending the extra £50?

I tried the ebay ones & it didn't work at all, when you powered it up nothing happened. Just tried Europarts & they claim not to be able to supply, GSF do one for £65 I've ordered one for collection tomorrow, I'll go see what make it is, if it's not a known make I'm not buying it.

Got my tps on today, worked a treat, looks like eBay icv was a bum, reused original icv and it seems to be going ok.

Except there really aren't any big enough to cause that sort of increase in revs...

FPR vac pipe is too small and the vac pipes to the servo and Tank vent are plastic and don't perish like rubber does.

Tps was the main culprit, as soon as it went on it idled great. Revs don't drop straight to 800, they loiter around 12-1500 for a second then drop into 800 which is making me think, either the icv isn't doing it's job or because it's a cheapy Tps, it's not working like a manufacturer part would. I can live with it though.

It's an intentional thing, called a 'dashpot function'. It helps with driveability.
The ECU has an adaptive function for TPS end points. Disconnect the ECU for a while then turn the ignition on without pressing the throttle. Leave it on for about 30 seconds then turn it off for at least 15 seconds. Then start and allow to idle. You should see the appropriate throttle states in live data then.

After cleaning the ICV,I pushed plunger in,and now it's rev up to 5000rpm. Before that everything was OK.

After couple of starts ,problem has gone away.
